Seal Slaying Penance
Deciding it is time to strike once more, Urahara emerges from the shadows to help bolster the failing side of the heroes once more. Unlike before, Urahara is no longer as laid back, instead striking out with his strongest kidou and abilities without hesitation.

This character targets one enemy. That enemy's non-affliction damage is lowered by 10 until they use a new non-strategic skill. The next time that enemy uses a new non-strategic skill, they will receive 20 reiatsu damage that ignores invulnerability. This effect stacks and is invisible.
